This is a Notice of Intent to Sole Source, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.

The 502d Contracting Squadrons intends to award a Firm-Fixed price purchase order to Abbott Rapid Diagnostics Informatics, Inc., Charlottesville, VA 22901-3601, on a sole source basis to procure RALS-Web 3 software and lease 25 Roche ACCU- CHEK Inform II Modules for Glucose and Coagulation testing for the Wilford Hall Ambulatory Surgical Center (WHASC) at JBSA Lackland.

Abbott Rapid Diagnostics Informatics, Inc. is the only vendor that can provide the specific 25 Roche ACCU- CHEK Inform II Modules and RALS-Web 3 software with telephone support 24 hours a day, 7 days a week, 365 days and software updates, modifications, enhancements, and virus protection. The required Roche ACCU- CHEK Inform II Modules and RALS-Web 3 software are required for use with already existing modules and software within the department.

RALS is a Point-of-Care Information Management System currently in use at WHASC in the management of Point-of-care Glucose and Coagulation testing. It provides bi-directional communication and full data management of patient test results along with operator and quality control management over the Laboratory Information Systems (LIS). Abbott Rapid Diagnostics is only vendor that has completed the Department of Defense Information Assurance Certification and Accreditation Process (DIACAP) for information management that supports information flow specific to the RALS to the LIS.

As the sole developer of the software, Abbott Rapid Diagnostics is the only vendor from which Roche ACCU- CHEK Inform II Modules and RALS-Web 3 software and all associated maintenance can be acquired. The Performance Work Statement provides an overview of the required services.

This acquisition is being conducted under the authority of the FAR Subpart 13.106-1(b)(i) allowing the Contracting Officer (CO) to solicit from one source. Interested concerns capable of providing the same products or services as described in this notice may submit a capability statement outlining their capabilities. Capability Statements must be received within the time set forth in this synopsis to be considered by the Government. A determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
