The United States Department of Agriculture (USDA) Animal Plant Health Inspection Services (APHIS) , Plant Protection and Quarantine (PPQ) Facility in Edinburg, TX intends to negotiate a firm fixed Priced Purchase Order with Canadian Company Sylvar Technologies Inc UEI SAM: MLEWHJ5SPCE8 CAGE: L7939 for 2,000 ea. Geranyl acetol lures.
These Insect attractants are sensitive detectors of insect populations at the group, genus, or species level, depending on the type of attractant. Attractants allow for detection and monitoring of non-indigenous insect pests and aid in a variety of control strategies. Forest pests are some of the most serious exotic plant pests threatening United States agriculture. If not detected, monitored, and managed in the early stages of a new infestation, these pests can cause tremendous damage. The cost of eradication could be in the millions of dollars.
The rationale used for permitting this noncompetitive acquisition is in accordance with FAR 13.106-1(b)(1)(i) and FAR 13.106-3(b)(3)(i);
For acquisitions greater than the micro-purchase threshold but less than the Simplified Acquisition Threshold (SAT) the Contracting Officer may solicit from one source only if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, etc.).

Sylvar Technologies Inc. is the only (vendor) that has the authority to manufacture and sell fuscumol pheromone lures /aPhinity BSLB/Geranyl Acetol Lure in North America.The US Patent which covers these lures is for the Male produced pheromone in (F.) and(kirby) (coleoptera: cerambycidae) Patent (Patent # 8,029,814).
This Notice of Intent is not a request for competitive proposals. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as three (3) references from other customers who are using these services, to the Contracting Officer by 4:00pm. (MST) by 03/01/2023 . Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. The North American Industry Classification System (NAICS) code for this acquisition is 325320 Pesticide and Other Agricultural Chemical Manufacturing, and the size standard is 1,000 Employees.
