The work to be performed under this contract consists of furnishing all materials, appurtenances, tools, equipment, labor and incidentals necessary to extend Conflans Road across the Bear Creek floodplain, complete in place, the major work noted beleow and other bid items identified in this contract.


Thirteen thousand six hundred fifty-seven (±13,657) SY of 10" reinf. concrete pavement


One hundred twenty-nine thousand two hundred fifty-two (±129,252) SF of bridge


Six thousand seven hundred fifty-three (±6,753) SF of MSE retaining wall


One thousand twenty-nine (±1,029) LF 12” wastewater main


Two thousand eight hundred fifty-three (±2,853) LF 6”-8” water main


Four thousand nine hundred thirty-two (±4,932) LF 18” RCP to 8’x6’ CBC storm sewer


The above listed work together with all associated appurtenances and other incidental items to complete this project will be installed in the following locations in the City of Irving:


1. Conflans Road – S.H. 161 to Valley View Lane



Prospective Bidders are encouraged to perform a site visit. The City shall have the authority to specify the sequence of construction for all work performed on this project and same shall be considered a nonpay item. Unless approved in writing by the City, the Contractor shall provide and maintain access to all commercial/residential properties and cross streets during construction at all times and same shall be considered a non-pay item. The City will not reimburse the Contractor for any water used to perform the work as required in this contract. The Contractor shall review and comply with the requirements for solid waste disposal (Section 01516) in the City of Irving.

Answer Bidders are required to complete this form and provide all information that is requested on same. This form is considered confidential and will be protected accordingly. The SSN’s will be redacted when the project manuals (contract books) are prepared for execution.

Are there any restrictions on tree removal within the right of way of the project. If so, can these trees be tagged prior to NTP and can they be itemized for bid purposes?
Answer See Note 3 on Sheets 178-180. Tree removal is at the discretion of the Contractor and same shall be considered subsidiary to TxDOT Item 100 “Preparing Right Of Way”. If needed, tree protection shall be performed in accordance with Technical Specification 01563R and same shall be considered subsidiary to TxDOT Item 100.

How many LF of temp construction chain link fence will be required? (and removed) Will it be 6'?
Answer See revised sheets 13 & 67 provided with Addendum 3. Temporary construction chain link fence will be paid for with bid item 506-6034 "Construction Perimeter Fence". This pay item will include installation, maintenance and removal of the temporary construction CLF and up to four 6 FT by 24 FT double swing gates and four locks. The temporary construction CLF will be 6 FT tall and meet the specifications as provided in the notes on the bottom left corner of sheet 67.

Referring to Governing Specifications Item 3L Award and Execution of Contract Section 4.3 Insurance paragraph six (6); please confirm if this contract is not a “building-facilities” contract and “All Risk Builder’s Risk Insurance” is NOT required, OR, given that portions of the this project is located in flood zone, will the Owner require Builders Risk Insurance?
Answer Use of an All Risk Builder’s Risk Insurance policy is not required for this project. Be advised that an installation floater policy is required for this project.

Can you provide the contact information of the the adjacent land owner on the west parcel?
Can we get open access through the west gates (Off Valley View) during construction?
Answer The City does not maintain property owner information. Unless approved in writing by the property owner(s), the Contractor will not be allowed to use the driveway and gate at the SE corner of the intersection of Valley View Lane and Bear Creek. Please refer to Technical Specification 01500 "Stockpiling of Construction Materials" for further information.

Question
Based on the Levee Grading and Cross sections, the earthwork models are showing over 75,000 CY of Embankment compared to the Bid Qty of 49,532 (Item 132.6025). Please clarify if this qty is correct.
How will this item be paid for the overrun qty?
Answer The total embankment volume for this project is split up among the following bid items as added/corrected with Addendum 3: 132-6025 (57,855 CY); 132-6026 (15,404 CY); 132-6055 (3,644 CY); and 247-6053 (1,332 CY). The sum total of these volumes is 78,235 CY which appears to be in-line with the presented earthwork model volume calculation. Be advised that all the identified TxDOT Item 132 and TxDOT Item 247-6053 bid items are measured by the CY in their final position and are plans quantity measurement items. The quantity to be paid is the quantity shown in the proposal, unless modified in accordance with Item 9L.2 “Plans Quantity Measurement”.
