NASA/Johnson Space Center (JSC) has a requirement for Space Environment Prototyping Services (SERPS). This requirement consists of providing spacecraft cockpit display and control design services, ranging from crew display software layout, crew hardware interfaces, and cockpit layout, to pre-verification of crew display software, and integration for current and future space environment display concepts.
NASA/JSC intends to issue a sole source contract to acquire the services from Aerospace Applications North America (AANA), Houston, TX on a sole-source basis through an anticipated Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The current contract period of performance ends November 30, 2024. The proposed period of performance for this follow-on contract is October 1, 2024 through September 30, 2029. AANA is the contractor for the Orion and Spacecraft Cockpit Prototyping Phase 5 Contract and the contractor for the prior Crew Exploration Vechicle (CEV) Cockpit Prototyping Phases 1-4. SERPS tasks are an extension of the work completed during Phases 1-5 while also expanding prototyping beyond the cockpit. Due to AANA’s extensive knowledge in prototyping and the experience in the previous 5 phases of the CEV and Orion Spacecraft Cockpit prototyping, AANA is uniquely positioned to continue to perform and evolve these tasks beyond the cockpit.
Interested parties shall be able to further develop the tools and concepts created during previous phases seamlessly utilizing ideas and lessons learned from the five previous phases which involved the CEV and Orion Spacecraft.
The Government does not intend to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Catherine Staggs at Catherine.e.staggs@nasa.gov not later than 4:00 p.m. CST on April 27, 2024. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
