INTRODUCTION: This is a Sources Sought notice issued by the Defense Logistics Agency (DLA) Energy-FEM - San Antonio, Texas. This is NOT a solicitation for proposals. No awards will be made from the responses to this announcement. However, responses may be used to determine the appropriate acquisition strategy for a potential future procurement. This notice issued by DLA Energy is to identify potential sources and solicit industry to express their capability and interest to provide Aerospace Energy products, related services, and delivery of Gaseous Hydrogen (GH2) on a f.o.b. Destination into Government stationary tube storage location and later Building 323 on Warner Robins Air Force Base (AFB), GA, Building 3001 16A/G70 on Tinker AFB, OK, as well as AEDC/Fuels Management, Gate 2 located on Arnold AFB, TN. The Government may contract for all, some, or none of the below, however it still is requesting sources for a potential requirement.

SCOPE OF REQUIREMENTS: The potential source shall provide all product, materials, supplies, management, tools, equipment, transportation, and labor necessary for the delivery of GH2 on a f.o.b. Destination into Government stationary tube storage locations on Warner Robins AFB, GA. Tinker AFB, OK, and Arnold AFB, TN. The requirement also includes non-recurring services such as: Emergency/Emergency Delivery, Detention Fee, Evacuate and Purge Cyl/Drums/Containers.

PRODUCT: Gaseous Hydrogen, GH2 (NSN 6830-01-653-4745), shall conform to the requirements of Grade B, Type 1 of specification BB-H-886F dated 23 August 2021.

Gaseous Hydrogen, GH2 (NSN 6830-01-666-1261) shall meet the requirements of HYDROGEN, GAS, TECHNICAL, 99.999%, BULK, CGA G-5.3. The commodity specification is available from the CGA web site at www.cganet.com.

Gaseous Hydrogen, GH2 (NSN 9135-01-666-1258) shall meet the requirements of Type I, MIL-PRF-27201 F, dated Aug 26, 2022, Propellant, Hydrogen.

One copy of the Certificate of Analysis (COA) for each sample required by the specification shall be submitted by the Contractor as an attachment to Wide Area Workflow (WAWF) invoice. In addition, the Contractor shall include a copy of COA to accompany each delivery to be provided to acceptor at delivery destination.

PRODUCT DELIVERY: Product shall be delivered within 7 calendar days of receipt of an order. Expedited or emergency delivery requests shall be delivered within 3 calendar days of receipt of an order.

ANTICIPATED PERIOD OF PERFORMANCE: This potential requirement has a 48-months period of performance, 1 April 2024 through 31 March 2028.

ANTICIPATED CONTRACT TYPE: Requirements type contract, single award. The Government will not lock into a fixed quantity, but all GH2 needed to support this location will be pulled under this contract.

CAPABILITY STATEMENT: Interested qualified organizations should submit a capability statement for this requirement addressing the areas below. Statements should include an indication of current business size and a list of available ancillary services available as well as any technical information believed to be useful to the Government. The capability statement at a minimum shall address the potential vendor’s ability of the following:

a. Capability to fully meet the specification. Contractors must address the GH2 industry and the ability to meet all the needs for the entire period of performance. Contractors should address previous force majeures in GH2, and how those would impact this requirement. If there are parts of the specification that your company can not meet, please list them.

b. Capability to perform all the sampling/testing requirements listed in the specifications. If there are sampling/testing requirements that your company cannot perform, please list them.

c. Capability and willingness to allow government quality assurance inspectors access to supplier production/load-out plant to conduct quality assurance assessments as needed.

d. Statement of ability to meet GH2 needs for Warner Robins Air Force Base, GA.

e. Capability for a potential Federal Government Contract, your company must be registered in the System for Award Management (SAM) https://www.sam.gov/portal/SAM/#1. Is your company registered SAM, and if so, what is your company's cage code and Duns # If your company is not currently registered in SAM, would you be willing to register in the SAM system?

f. What is the size of your company?

• a. What are your primary and secondary NAICS codes?


• b. If you identify as a Small Business (SB), please identify your company’s small business size standard based on the primary NAICS code 325120 – Industrial Gas Manufacturing.

g. Provide a list of company GH2 manufacturing fill-points/plants, to include city and state.

SUBMISSION INSTRUCTIONS: All capability statements sent in response to this Sources Sought Notice shall be submitted to Contracting Specialist Carrie Harmon, at carrie.harmon@dla.mil or Contracting Officer Willard Ramseur, at Willard.Ramseur@dla.mil. All responses must be received by 30 May 2023 at 3:00 pm Central Time.
