This sources sought synopsis is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this sources sought synopsis that is marked as proprietary will be handled accordingly. Responses to this synopsis are not offers and cannot be accepted by the Government to form a binding contract.

All information contained in this sources sought synopsis is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely withing the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government.

The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 17, is seeking potential contractors to provide Transitional Housing and Supportive Services for Homeless Veterans in the Dallas metro area. Contractors shall be responsible for furnishing all personnel required to perform the required services.

The applicable North American Industry Classification System (NAICS) Code is 624221 Temporary Shelters, and the small business size standard is $12 million. FSC/PSC Code is G099 Other Social Services.

Potential contractors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet https://sam.gov). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM.

The contractor shall provide up to 36 daily residential beds, room and board in safe community-based residences. Residential care facilities must conform to Federal, State and local health and safety standards, shall be able to pass initial and subsequent inspections.

The contractor shall provide supportive services to Veterans during their residential stay. Supportive services shall include, meals, transportation, structured group activities, group therapy, social skills training, Alcoholics Anonymous, Narcotics Anonymous, vocational assistance and counseling and recreational activities.

The anticipated period of performance will be for one-year base and four option periods.
