The Naval Air Systems Command (NAVAIR), V-22 Joint Program Office (PMA-275), Patuxent River, MD intends to negotiate and award a firm-fixed-price modification to the existing Nacelle Improvements (NI) Step 2 delivery order under existing Basic Ordering Agreement (BOA) N00019-17-G-0002, with the Bell Boeing Joint Program Office, in support of the Osprey Drive System Safety and Health Information (ODSSHI) Phase 2 A1 kit installation on up to 18 CV-22 Osprey retrofit NI aircraft. This modification will also include over and above work associated with the ODSSHI installation.

This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “only one responsible source and no other supplies or services will satisfy agency requirements.” As the sole designer, developer and manufacturer of the V-22 Aircraft, the Bell-Boeing Joint Program Office is the only company that has the requisite knowledge, experience, technical data, and qualified expertise to successfully perform within the required schedule.
