Description

NASA/Johnson Space Center (JSC) has the following requirements to ensure compliance with the National Historic Preservation Act (NHPA) for the Apollo Mission Control Center, the Lyndon B. Johnson Exhibit, and Teague Auditorium artifacts at JSC:




  • Historic preservation review of projects and activities that may affect historic properties;

  • Consultation with external agencies regarding the identification, evaluation and treatment of NASA JSC's historic properties;

  • Review the designs for new construction and demolition projects;

  • Perform mitigation on activities resulting in an “adverse effect” to historic buildings and the historic district;

  • Perform annual cleaning, inventory and maintenance of the Apollo Mission Control Center and monthly monitoring and any subsequent actions to the same;

  • Documenting, inventory and disposition of artifacts held in temporary storage by the Historic Preservation Officer (HPO); and

  • Conduct periodic inventory and evaluation of NASA’s historic facilities as needed and in compliance with JSC HPO duties.



NASA/JSC intends to issue a sole source contract to acquire services from Forty-One G Services LLC, under the authority of FAR 6.302 (1) as only one responsible source. No other known sources are capable of having the in-depth and unique knowledge of the restoration of the Apollo Mission Control Center or having prior experience handling Apollo artifacts as part of the restoration project.



The Government does not intend to acquire a commercial item using FAR Part 12.



Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to the Contracting Officer, Andrea Browne at andrea.browne-1@nasa.gov not later than 1:00 PM CST on May 4, 2023. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
