1. The purpose of this Amendment is to add the correct Statement of Work (SOW) as Attachment 1.



2. All other items remain unchanged.

47 CONS proposes to establish a Blanket Purchase Agreement (BPA) for Spill Response and Remediation at Laughlin AFB, Del Rio TX; services desired are contained in the attached Statement of Work.

Please note, the following certifications are required to be considered for the BPA.



Proof of certifications must be submitted in response to this solicitation:

- Qualified U.S. Coast Guard certified Oil Spill Removal Organization (OSRO) in the Captain of the Port Zone(COTP) for the Corpus Christ, District 8, qualified in river/canal and inland operating environments for both facilities and vessels.



Due to the nature of the requirement, we understand that pricing will vary greatly based on spill size and type of hazard. It is understood that pricing per incident cannot feasibly be generated at this time. Therefore, pricing should be based on the hourly/daily/weekly cost for labor, material, and services that could be used in the event of any incident.





My office will establish at least one (1), but no more than three (3) BPAs for Spill Response and Remediation Services. Who is chosen for the agreement will be determined and based solely on pricing and certifications. Furthermore, pricing for the initial year of this agreement shall not be revised unless authorized by a Contracting Officer.



BPAs are not a funding action. There is no funding for this action. In the event of a spill the Government reserves the right to circumvent this BPA. The sole purpose of this BPA is for Laughlin AFB to have an efficient way to respond to an emergency spill.
