This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued separately.



This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-02 dated December 22, 2023.



The solicitation number is 20245201003 this solicitation is issued as a request for quote (RFQ).



This is a 100% Small business Set Aside. The associated North American Industry Classification System (NAICS) code is 333611 – Turbine and Turbine Generator Set Unit Manufacturing, with a corresponding small business standard of 1, 500 employees. The Product Service Code (PSC) for this requirement is 6115 Generators and Generator Sets, Electrical.



Only offers from small businesses will be considered for this solicitation.



Services shall be quoted ALL or NONE as per CLIN structure attached and returned with your quote via e-mail directly to my attention at angelica.baca@ibwc.gov



Quotes shall be good for 90 Days.



A site visit of where the work will be performed is highly recommended. Site visits may be arranged with Mr. Rolando Ramos rolando.ramos@ibwc.gov



Site visit will close on 2/12/24.



Offer due date/local time: February 20, 2024; 3:00 pm MST.



Active UEI (Unique Entity Identifier) must be included with your offer.

Description: The International Boundary and Water Commission, United States Section (IBWC) requires Generator for the Falcon Field Office. PO Box, 1 FM 2098 Reservoir RD., Falcon Heights, TX 78545.



Refer to attached Scope of Work for description of the requirement to include dates and places of delivery, inspection, and acceptance. CLIN structure attached shall be returned with your quote via email to my attention with information requested.



The destination for FOB Destination shall be the Falcon Field Office.



Evaluation of Offer – The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate Offers: Technical acceptability to meet IBWC requirements; Technical Approach and Past Performance.



The Government will award a contract resulting from this combined synopsis/solicitation to the lowest price technically acceptable (LPTA), responsible offeror.



Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. NOTE: The offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed at https://www.sam.gov.

2/2/24 M001 is issued to add the following information below and attached updated SOW with site visit POC.



Electrical feeder what size cable, how is it ran and how far?



Wiring Electrical Feeder: The Contractor shall be responsible for providing and installing Wiring Size according to NEC standards Cable Ampacities Table (300KW) and Power Generator Delivery Capacity from the Generator location to the Station Service Switchgear.



Rigid Conduits According to NEC Standards and Associated Equipment: The Contractor is responsible to provide and install all the conduits and associated equipment necessary for the wiring runs from Generator location to 480 Volts Switchgear Station Service using NEC latest standards for conduits.



Arc Flash Study: The Contractor shall provide an Arc Flash Study Analysis with report for Power Generator and Breakers after the new equipment have been energized and before project completion.



The contractor shall perform an assessment to determine the best location outside the Power plant to set up the Emergency Generator ( Worst Case Scenario 500 Ft)



2/6/24 M002 is issued to add two attachments as follows:

2-16-24 M004 is issued to extend the solicitation to close from 2/20/24 to 2/27/24 at 3p MST. Also to add the following Q&As below:



1.What is the power source for the switchgear, and where is it located?



The switchgear has 2 dry type transformers rated 6.9 KV primary side/480Volts secondary side that is the source feeds the Switchgear. I attached the Electrical diagram for your convenience.



2.How far is the power source from the generator location?



350-400 FT.



3.What are the specifications (size of fuses or breakers) for the switchgear's feeding mechanism?



The Switchgear has a dedicated breaker for the emergency generator rated 600 Amps 3-Phase 480Volts.



2/21/24 M005 is issued to add an attachment called 'General One Line 480 Falcon"



2/26/24 M006 is issued to add the following information regarding the PSW:



1. On the PSW document on the requirements section on page 5 section A refers to a 300 Gallons Diesel fuel tank as follows:



New Power Generator: Rating 300 KW/375 KVA capacity, 60 Hertz frequency,



300 Gallons Diesel Tank, Energy Efficient Generator, Minimum/Maximum 3-Phase 480/277 Volts, Main Power Outage Self-Restart, Phase Monitor, Ultra-Coat Rotor Protectant, Air Quality Compliance (ISO 8573), and Engine Electrical System (24 VDC, Battery Charger Alternator, and Negative Ground Polarity).



Then section D describing the fuel tank it refers to a 660 Gallons fuel tank



Diesel Tank: Comply with UL142 (underwriters laboratory), Attached Type Tank, Capacity 660 Gallons, Double Walls, Vents, Factory Pressure Tested 2-PSI, Rupture Basin Alarm, Fuel Level system, Painted, and Stainless-Steel Hardware. Fuel Lock-off Solenoid, Primary Fuel Filter.



Question is if it's still ok to ask which size is the one required 300 or 660 gallons?



Answer: We concur to remove section D in the PWS. These 660 gallons was an extra portable tank beside the 300 gallons already included in the Generator, but we decide to remove it from the requirements for this project and keep the 300 gallons tank that comes with the Generator.
