Description

The Naval Air Systems Command (NAVAIR), V-22 Joint Program Office (PMA-275) intends to negotiate and award a firm-fixed price Delivery Order under Basic Ordering Agreement (BOA) N00019-23-G-0001 to ELBITAMERICA, INC., 4700 Marine Creek Pkwy, Fort Worth, TX 76179 on a sole source basis for: The procurement of Integrated Avionics Processor (IAP) Life of Type Buy (LTB) for obsolete material under the ELBITAMERICA, INC. BOA. The Delivery Order is in-scope to the terms of the Basic Contract for procurement and delivery of IAP components to support production of the V-22 Aircraft.

This action is being awarded on a sole source basis to ELBITAMERICA, INC. in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 3204(a)(1), as implemented by FAR Part 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” ELBITAMERICA, INC. is the Original Equipment Manufacturer (OEM) of the Integrated Avionics Processor (IAP). The Government does not possess (or cannot provide) the data necessary to procure the items. Consequently, ELBITAMERICA, Inc. is the only responsible source with the necessary access to the technical data and requisite expertise to provide LTB IAP components within the required schedule.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
