This update includes the majority of questions posed as a result of the Multi-Engine Training System (METS) Ground Based Training System (GBTS) Industry Day event held on 7 March 2023, and the Government’s answers. The remaining questions, Government answers and the resulting updated draft RFP with associated attachments will be posted on or around 12 April 2023. In addition, any proprietary questions will be sent to the requester(s) on or around 12 April 2023.



This update also provides notice of a potential Pre-Proposal Conference (PPC) Event for the UPCOMING METS GBTS FINAL RFP. As part of this PPC Event, the Government will seek feedback on the UPCOMING N6134023R0015 METS GBTS FINAL RFP and associated attachments. During the PPC timeframe, attendees will have the opportunity to view the facility. If interested in attending the PPC Event, please review and provide the requested information below:



The PPC Event will be conducted on site at Naval Air Station (NAS), Corpus Christi, Texas and is tentatively scheduled on or around the week of 15 May 2023. All Offerors are required to request attendance no later than Thursday, 20 April 2023, 5:00pm EST. All attendance requests shall be submitted to Mr. Michael Davis, Contract Specialist, by email at michael.c.davis315.civ@us.navy.mil and Mrs. Jessica Mctaggart, Contract Specialist, by e-mail at jessica.h.mctaggart.civ@us.navy.mil. All attendance requests shall include the following information:



1. Company Name



2. Company Cage Code



3. Company Point of Contact



4. List of Company Participants and Job Titles (Note that attendance will be limited to two participants per company)



Following the 20 April 2023 deadline, the Government will provide details regarding any further information required and specifics regarding accessing the site in NAS, Corpus Christi, Texas.

Under the authority of FAR 5.205(c), this is a special notice regarding the availability of an additional draft Request for Proposals (RFP) correlated to the Draft RFP - Multi-Engine Training System (METS) Ground Based Training System (GBTS) posting on 17 November 2022, previously made available. As with that earlier posting, the U.S. Government intends to compete this effort as a full and open competition. This notice also makes the following revised documents available upon request:




  1. Statement of work (“SOW”).

  2. Specification.

  3. Contract data requirements list (“CDRL”) set.



One or more of the documents listed above constitutes controlled unclassified information (“CUI”), is export controlled, or both. Therefore, to receive this CUI, a respondent must have a current certification from the United States/Canada Joint Certification Program (“JCP”).



Any requests for access to the technical documents associated with this procurement must be by e-mail to the responsible Contract Specialists, Mr. Michael Davis and Ms. Jessica McTaggart. This posting also provides notice that the U.S. Government anticipates a second draft RFP to be released on or before 17 February 2023, and a virtual industry day is anticipated to be held on or before 7 March 2023, prior to the final RFP release.
