Description

The Naval Medical Readiness Logistics Command (NMRLC) intends to negotiate an award on a sole source basis (in accordance with FAR Part 13.106-1(b)). The proposed source is the Worldwide Primates, Inc., PO Box 971279, Miami, FL 33197. This is a requirement for up to 225 Mauritius Cynomolgus Macaques (MCM) Non-Human Primates (NHPs) to be procured, as needed, during the 5-year ordering period for Naval Research Unit San Antonio (NAMRU-SA).



An Indefinite Delivery Indefinite Quantity (IDIQ) type contract will be issued for this Mauritius Cynomolgus Macaques (MCMs) Non-Human Primates Non-Human Primates (NHPs). The Naval Medical Research Unit San Antonio (NAMRUSA) located on Joint Base San Antonio Texas, requires a contractor to provide and deliver up to 225 male Mauritius Cynomolgus Macaques (MCMs). The animals shall be free of Macacine Herpesvirus-1 (Herpes B), Simian Type D Retrovirus (SRV), Simian Immunodeficiency Virus S (SIV), Simian TLympotropic (STLV), and tuberculosis (TB). The incoming Non-Human Primates (NHPs) must have testing for Herpes B, SRV, SIV, STLV, and TB, as well as a measles titer performed. Individual health certificates for the Non-Human Primates (NHPs) will accompany the shipment that indicate the negative pre-screening results for Herpes B, SRV, SIV, STLV, and TB.



Additionally, the certificate will have the measles titer tests results included. Vendor shall replace any animals that tests positive or becomes ill during the 45-day government facility required quarantine period at nocost to the Government. Non-Human Primates (NHPs) shall be TB negative, have a clean fecal reading, and have the Tetanus Toxoid and Hepatitis A vaccines. Additionally, requires the contractor to provide and deliver up to 225 male Mauritius Cynomolgus Macaques (MCMs) Non-Human Primates (NHPs) 7-10 kilograms with blood typing, health screenings, vaccines, and shipping. Non-Human Primates (NHPs) medical record information shall be submitted 10 business days in advance prior to the scheduled shipment. This notice of intent is not a request for competitive quotes and no solicitation document exists for the requirement; however, if a vendor challenges the basis for this requirement, submit a capability statement that includes sufficient detail with convincing evidence that clearly demonstrates the capability to submit a product meeting the minimum requirements specified above. Capability statements shall not exceed 2 (8.5 x 11 inch) pages using a font size no smaller than 10-point.



All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement. Capability statements are due by 1600 Local Time, 08 November 2022. Capability statements shall be submitted by email ONLY as a Microsoft Word or Adobe PDF attachment to the following address: marchaunda.l.tiller.civ@health.mil. No phone calls will be accepted.
