Subject: Wastewater Treatment System Solicitation #: FA3099-23-Q-1023

This is a combined synopsis / solicitation for a Wastewater Treatment System and installation prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number "FA3099-23-Q-1023, Wastewater Treatment System" is hereby issued as a Request for Quotation (RFQ) using FAR Part 13 Simplified Acquisition Procedures.

The Government is contemplating making award based on the lowest price technically acceptable (LPTA) with quotes received meeting all the requirements per the ‘Salient Characterisitcs’. This acquisition will be a small business set aside under the North American Industry Classification System code 811310 with a small business size standard of $12,500,000.00. This acquisition is 100 Percent Small Business Set Aside and will hereby be solicited as such.

The 47 Maintenance Directorate at Laughlin AFB, TX, is seeking the purchase and installation of one (1) wastewater treatment system for Building 33 in accordance with the Salient Characteristics dated 03 Aug 2023.

Ensure all the following items are addressed in your quotation:

1) Wastewater Treatment System and price

2) Delivery, Installation and Disposal price

3) Any applicable prompt payment discounts terms

4) Length of time quote is valid (Quote shall be valid until 30 Sept 23)

5) Contact information for individual authorized to provide pricing information

6) Commercial and Government Entity (CAGE) code for System for Award Management (SAM).

7) Resulting contract will include WIDE AREA WORKFLOW PAYMENT option. Please note, the winning company will not be able to invoice until all contract requirements have been completed. Once invoice has been correctly submitted and is approved by the Government, it may take up to 30 days for payment.

NOTICE TO OFFERORS: Funds are NOT presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
