This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that a company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below.

The Department of Veterans Affairs is seeking sources that can provide long-term On-Site ESWL Lithotripsy Services on an as needed basis to Veteran beneficiaries at the Department of Veterans Affairs (VA), North Texas Veterans Health Care System (VANTHCS), at 4500 South Lancaster Road, Dallas, Texas 75216. Services shall include Lithotripsy Equipment and Certified Technician(s) for up to 18 cases per year. The description of services contained herein does not constitute the complete description of the contractor s anticipated obligations. The intended period of performance shall be for one base year, and four one-year option periods.

The applicable North American Industry Classification System (NAICS) Code is 621999, All Other Miscellaneous Ambulatory Health Care Services, and the small business size standard is $20.5 Million. The PSC Code is Q701 Specialized Medical Support.
Important information: The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated.

The Government intends to procure the following services:
Contractor shall provide certified technical personnel, trained and current in ESWL, Lithotripsy services and operation of the equipment units. The technician(s) shall assist the attending Urologist and other physicians in the operating room and/or cysto suite in the operation of the equipment units. Contractor shall provide a portable, state of the art, digital units that can be easily moved into the operating rooms/cysto suite in the Veterans Administration Healthcare Centers. The equipment must meet or exceed the following criteria:
a. Treat all stones anywhere in the urinary tract.
b. Have a greater than 80% success rate based on U.S. Food and Drug Administration (FDA) clinical study data.
c. Shall be modular and can treat patients in the operating room/cysto suite.
d. Have the ability to do endourological procedures before and after ESWL without moving the patient.
e. Accommodate patients up to four hundred (400) pounds.
f. Emergency service provided with forty-eight (48) hours notice.
g. Have a variety to select from such as Storz modulith, Spark gap technology, and electromagnetic based machine.
h. Experienced technicians that are available when needed.
i. The contractor must bring mobile C-Arm, other equipment, and all the supplies needed/required to conduct the Lithotripsy service.
The contract effective period of performance shall be for a twelve (12) month base period and four (4) twelve (12) Month option periods. Scheduled services shall be provided only during Contractor s normal working hours.
