Background:
The Pantex Plant is a United States Department of Energy (DOE) facility managed and operated by Consolidated Nuclear Security (CNS). The Pantex plant is located in Carson County, Texas at the intersection of US Highway 60 & FM2373 near the town of Panhandle, Texas. The Pantex plant is approximately 20 miles from the city of Amarillo, Texas.
The Pantex Plant contains multiple buildings. Most buildings include a fire alarm system (FAS). An individual FAS typically services an individual building or a significant part of a larger building. In general, a FAS consists of the following:
* A variety of field devices designed to detect the signature of a fire event and to communicate appropriate alarms to building tenants and to fire response personnel and
* A fire alarm control panel (FACP) that receives signal inputs from field devices and provides signal outputs (alarms) to other field devices and communicates to other interconnected systems such as the fire alarm response systems (FARS), fire suppression systems, heating ventilation and air conditioning (HVAC), electrical power distribution and others. FACPs have been standardized on Notifier ® equipment at Pantex. CNS desires to enter into an agreement with one or more qualified counterparties in order to perform the work. The work will be released incrementally, typically for an individual building or FAS, and is subject to the availability of funding, building access and other considerations. Work associated with an individual FAS will be further specified as part of a contract release. At present, CNS is contemplating upgrades to 15 fire alarm systems over a period of about 5 years.
Scope:
o Provide design, procurement and installation services regarding replacement, in whole or in part, of obsolete or otherwise non‐functional fire alarm systems.
o Work associated with an individual FAS will be further specified as part of a contract release.
o Work subject to ASME NQA‐1 Quality Assurance Requirements for Nuclear Facility Applications is excluded.
