Description



This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.





This solicitation is a Request for Bids (RFB). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations.





The associated North American Industrial Classification System (NAICS) code for this procurement is 562991, with a small business size standard of $8,000,000.





The Red River Army Depot, 100 James Carlow drive, Texarkana, TX 75505-5000, is seeking the supplying and servicing of Portable Chemical Toilets and Hand Wash Stations at various fixed and short-term locations.





All interested companies shall provide bids for the following:

This shall be a base contract and 4 option years. The period of performance is to be determined (TBD).





Delivery shall be provided no later than 5 days after receipt of order/award of contract. All pricing shall be FOB Destination.

Award shall be made to the bidder whose bid offers the best value to the government, considering technical capability, past performance, and price. The government will evaluate information based on the following evaluation criteria:





(1) Technical capability factor "meeting or exceeding the requirement,



(2) Past performance, and



(3) Price

This is an open-market combined synopsis/solicitation for services as defined herein. The government intends to award a contract as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all bids must include a statement regarding the terms and conditions herein as follows:
