This requirement is set-aside 100% for small business.



The United States Section, International Boundary and Water Commission (USIBWC), intends to award an Architect-Engineer (A-E) Services, Firm Fixed Price (FFP), Single Award, Indefinite-Delivery, Indefinite Quantity (IDIQ) Contract(s) resulting from this solicitation. The contemplated award will include a one (1) year ordering period. Solicitation, plans, and specifications are expected to be posted on or about June 1, 2023 (this is a target date which may slip or change; if the solicitation is not posted on Federal Business Opportunities by June 1, 2023, that is because the solicitation is not available for posting). The solicitation will be available for a minimum of thirty (30) calendar days.



This is a Pre-solicitation Notice. The Solicitation will include information on submitting proposals. All responsible sources may submit a proposal which will be considered by the agency. This is not an invitation for bid or Request for Proposal. Please do not submit a bid or proposal in response to this Pre-solicitation Notice.

This is a pre-solicitation notice vendors should use for preliminary planning purposes. No proposals are being requested or accepted with this document. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THE DOCUMENT. The purpose of this notice is to provide knowledge to potential qualified sources.



This pre-solicitation notice is issued by the government to make appropriate acquisition notification.



The International Boundary and Water Commission seeks to initiate a Service Contract to develop a 20-year Capital Plan for the United States Section of the International Boundary and Water Commission (USIBWC) based on two annual funding scenarios of $50 million and $75 million that will be used to assess the long-term capital project requirements and to establish funding of high-priority projects in a timely and cost-effective manner. The USIBWC anticipates an Architect-Engineering Services, Firm Fixed Price (FFP), Single Award Indefinite-Delivery, Indefinite Quantity (IDIQ) Contract(s) resulting from this solicitation.



PERIOD OF PERFORMANCE:



One (1) year ordering period.



SCOPE OF WORK: USIBWC seeks to validate the capital project estimates for all capital programs, including design and construction estimates, as well as any associated assessments and regulatory requirements The Contractor shall furnish all labor, material, supplies, equipment, superintendence, and transportation necessary to complete Task Orders for Professional services. The Contractor shall be required to perform all or part of the services as identified in the solicitation and to be more specifically identified in individual Task Orders.



SPECIAL REQUIREMENTS:



The Architect-Engineering Services Contractor must possess sufficient qualifications as detailed in the Solicitation to provide the range of professional services necessary under the Contract.



Place of Contract Performance:



Locations along the U.S./Mexico border in the United States (States of Texas, New Mexico, Arizona, and California).
