Description
This sources sought synopsis is issued solely for information and planning purposes only and does NOT constitute a solicitation. All information received in response to this sources sought synopsis that is marked as proprietary will be handled accordingly. Responses to this synopsis are not offers and cannot be accepted by the Government to form a binding contract.

This is not a solicitation announcement. This is a sources sought synopsis only. All information contained in this sources sought synopsis is preliminary, as well as subject to change, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely withing the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government.

The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 17, is seeking potential contractors to provide Low Demand Safe Haven Transitional Residential Housing and Supportive Services for Homeless Veterans in the Austin, Texas city limits. Contractors shall be responsible for furnishing all personnel, equipment and facilities required to perform the required services.

Contractor shall provide emergency Low Demand Safe Haven (LDSH) model supportive residential treatment services for up to fifteen (15) homeless Veterans (both male and female) with severe mental illness (SMI) and/or substance use disorder (SUD). Residential care facilities shall be within the Austin city limits and conform to Federal, State, and local health and safety standards, shall be able to pass initial and subsequent inspections.

The anticipated period of performance will be for one-year base and four option periods.

The applicable North American Industry Classification System (NAICS) Code is 624221 Temporary Shelters, and the small business size standard is $12 million. FSC/PSC Code is G099 Other Social Services.

Potential contractors must be registered in the System for Award Management (SAM), with the appropriate NAICS Code 624221, to be eligible for an award (See Internet https://sam.gov). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM.
