Description

The purpose of Amendment 0004 is reopen the solicitation to account for the changes in the SOO for the below mentioned locations (Robins AFB and Arnold AFB). The closing date of the Solicitation to March 19, 2024 at 3:00 pm CST.



This Amendment is as follows:



(1) All submitted pricing should be submitted in the unit of measure of "MC" as request by the original Solicitation and Pricing Sheet. (See updated Attachment A10)





(2) Delivery to Robins AFB is to differ as the following excerpt from the Statement of Objectives (SOO) dated 22 November 2023. (See attached Updated SOO Attachment A5.)





DESCRIPTION OF REQUIREMENT: The Defense Logistics Agency (DLA) Aerospace Energy Business Unit, as the Department of Defense (DoD) Integrated Materiel Manager (IMM) for Aerospace Energy product and related services, requires delivery of bulk Gaseous Hydrogen (GH2) into Government owned tubes to Warner Robins AFB, GA. The Contractor shall provide all product, materials, supplies, management, tools, equipment, transportation and labor necessary for the delivery of products f.o.b. Destination into Government tube storage location on Warner Robins AFB, GA.





PRODUCT DELIVERY: Product shall be delivered within 7 calendar days of receipt of an order. Expedited or emergency delivery requests shall be delivered within 3 calendar days of receipt of an order. Deliveries are accepted Monday – Friday 0700-1530, excluding holidays.





DESCRIPTION OF GOVERNMENT-OWNED GH2 TUBE TRAILER: GH2 shall be delivered into the following Government-owned tube storage of the type and configuration listed below.



Tube Capacity in Square Cubic Feet *MAWP



38 Tube Trailer – 56,100 scf 2,400 psig



10 Tube Trailer – 110,000 scf 2,400 psig



*Maximum Allowable Working Pressure





GOVERNMENT TUBE STORAGE: Prior to initial fill, the Contractor shall evacuate/purge Government owned tube storage to ensure delivery of on specification product.





If the Contractor determines that filling on top of this residual heel would result in off-specification product offered for delivery, the Contractor shall notify the Contracting Officer. The Contractor may then be required to evacuate the tube storage and purge with nitrogen until the tube storage is suitable for loading.





(3) Delivery to Arnold AFB is to differ as the following excerpt from the Statement of Objectives (SOO) dated 22 November 2023. (See attached updated SOO Attachment A7.)





DESCRIPTION OF REQUIREMENT: The Defense Logistics Agency (DLA) Aerospace Energy Business Unit, as the Department of Defense (DoD) Integrated Material Manager (IMM) for Aerospace Energy products and related services, requires delivery of Gaseous Hydrogen (GHY) f.o.b. destination into Government owned tube trailers in support of Arnold AFB, TN. The Contractor shall provide all product, materials, supplies, management, tools, equipment, transportation, and labor necessary for the delivery of bulk GHY.





GHY (NSN 9135-01-666-1258) shall meet the requirements of Type I, MIL-PRF-27201F, dated Aug 26, 2022, Propellant, Hydrogen.





The filter referenced in Section 3.3 of MIL-PRF-27201F is not required.





Helium testing as defined in Section 4.4.2 of MIL-PRF-27201F is not required.





Laboratory testing required by MIL-PRF-27201F shall be performed at the Contractor's fill point.





In addition to the reports required elsewhere within the contract, one copy of a certificate of analysis for each sample required by the specification shall be sent to DLA Energy Quality within three days after the analysis of that sample. The analysis report shall be emailed to tech.prop@dla.mil.





PRODUCT DELIVERY: Routine product deliveries shall require the Contractor to fill, schedule product inspection, complete all supporting documentation, and deliver a full tube trailer within 7 calendar days after receiving an order from the appointed Ordering Officer. Expedited/Emergency Delivery shall require the Contractor to perform the same function as Routine deliveries, but shall be accomplished within 72 hours after receiving an order from the appointed Ordering Officer.



Product deliveries shall be made to the following address:



AEDC/Fuels Management, Gate 2 869 Third Street



Arnold AFB, TN 37389-5500



Product deliveries shall arrive at the Customer's location between 0700-1400 hours, Monday-Friday, as scheduled, excluding federal holidays. Weekend delivery as needed.





Under routine operations, one Government owned tube trailer will be at the test stand with one Government owned full tube trailer in reserve at Arnold AFB and one Government owned tube trailer at the Contractor fill plant, available to be filled upon notification by the authorized Ordering Officer. Contractor shall provide to Arnold AFB a full tube trailer with on specification GHY and return to fill plant with available tube trailer provided by Arnold AFB.





Maximum tube trailer capacity is 55 MC. Normal residual GHY quantity is 20 MC. Tube trailers shall require a minimum of 2,000 psig to be considered full.





Initial Tube Trailer Delivery to Fill Plant: Upon contract award and notification of tube trailer availability by the Government, the Contractor shall be required to pick up an available Government owned tube trailer at Arnold AFB for return to Contractor's fill plant. The Government shall notify the Contractor when replenishment filling is required.





Tube Trailer Pick up: After the initial tube trailer delivery to the fill plant, there may be occasions after a full tube trailer is delivered to Arnold AFB that a tube trailer is not available for return to the fill plant for later filling. Upon notification by the Government, the Contractor shall return to Arnold AFB to pick up a tube trailer for return to the fill plant. Separate notification shall be provided when the tube trailer is required to be filled and delivered.





(4) Please see attached updated SOOs for Robins AFB (Attachment A5) and Arnold AFB (Attachment A7) as to the changes in conditions. Please see updated Attachment A10 for new pricing sheet.





(5) All final pricing is due by 19 March 2024 at 3:00pm CST. Please send final pricing to Carrie Harmon, Contract Specialist at carrie.harmon@dla.mil as well as Jessica Negron, Contracting Officer at Jessica.Negron@dla.mil.





(6) All other Conditions apply. The Government intends to procure products using Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation, as applicable. This announcement constitutes the only solicitation; proposals are being requested.
