This is a pre-solicitation notice of the U.S. Department of Energy (DOE) Office of Headquarters Procurement Services’ (MA-64) intent to proceed with a sole source acquisition pursuant to 41 U.S.C. 3304 as implemented by FAR 13.106-1(b)(2) and in compliance with FAR 13.501(a). MA-64 intends to solicit and negotiate with IHS Global Inc. The anticipated Blanket Purchase Agreement (BPA) period of performance is one (1) base year, four (4) option years. This notice is being provided pursuant to FAR subparts 5.203(a) and 5.204.

This proposed action is to provide access to the CERAWeek conference and various forums while simultaneously providing provide logistical support for the five (5) day conference from March 18 – March 22, 2024 and for subsequent dates to be determined. The unique combination of networking opportunities and program support provided by IHS Global Inc. are not available from any other potential vendors. IHS Global Inc. is hosting CERAWeek 2024. CERAWeek is an internationally attended annual conference forum that facilitates the exchange of ideas and insights on energy innovation, emerging technologies, and solutions for technologists, investors, thought leaders, government officials and corporate innovators. This platform provides DOE with the capability to streamline their communication to industry leaders by directly connecting with world leading stakeholders in the industry. This dynamic makes attendance particularly relevant toward achieving DOE’s core mission.

This notice of intent is for information purposes only and not a solicitation. All sources eligible to meet this requirement must respond in writing. Responses must be supported with clear and convincing evidence that clearly articulate the company’s ability to satisfy this requirement. A request for documentation will not be considered as an affirmative response. If no responses are received within three (3) calendar days after publication of this notice, which demonstrate comparable capability, then a sole source acquisition award will be made.

A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be treated as market research and considered solely for the purpose of determining whether to conduct a competitive procurement for this or similar requirements in the future.
