Introduction & Background:
The Pantex plant is located just east of Amarillo, Texas. It is a Department of Energy (DOE) National Nuclear Security Administration (NNSA) national security site, managed and operated by Consolidated Nuclear Security, LLC (CNS). CNS is seeking interested parties for a maximum five-year contract for the management and operations of three onsite cafeterias. Seller receives payment for this service in the form of profits that are generated by the foodservice operation.
General Scope Description:
Seller shall provide all necessary labor, tools, equipment, supplies, and consumables, outside of the provided Pantex equipment, to support food service operations at the Pantex Facility. Labor includes all necessary management, administration, operational personnel and logistics to ensure successful cafeteria operations.
Seller shall include management and operation of three (3) cafeterias. Seller shall provide breakfast and lunch Monday – Friday at the John C. Drummond Center (JCDC), 12-70, and 12-103 cafeterias. Pantex is closed every other Friday and the Seller is expected to operate the 12-70 cafeteria only on this day. There is an estimated population of 5,000 personnel at Pantex.
Seller shall furnish high-quality, wholesome, nutritious, palatable, and tastefully prepared food and beverages to the patrons of the cafeterias (including employees, contractors, and visitors) and shall maintain a standard of service, quality and value. Seller shall offer a variety of foods so that well-balanced meals can be selected.
CNS will send out an official RFP at the beginning on March 2024. An official site visit will be included into the RFP. Interested parties shall notify Morgan Moon Perryman at morgan.moon@pxy12.doe.gov with a point of contact that will need to receive the RFP, including email and phone number.
Expressions of interest and capability statements will be due on March 1, 2024.
A drafted SOW for the Cafeteria Services contract will be available upon request. The final RFP is planned to be issued by 3/25/2024. Sixty calendar days will be given for review and proposal preparation making bids due around June 14, 2024. A onsite visit will be planned during the week of March 29, 2024. Finally, CNS plans on awarding the Cafeteria Service agreement to the successful offerors July 1, 2024. CNS Pantex plans for the successful offeror to start the transition of the contract on August 1, 2024.
