Description

The Naval Air Systems Command (NAVAIR) intends to issue a Firm Fixed Price type delivery order under the existing Basic Ordering Agreement (BOA) N00019-21-G-0012 with Bell Textron Inc., 3255 Bell Flight Blvd, Fort Worth, Texas 76118 on a sole source basis. This delivery order will procure updated technical data deliverables including, updated ECP, product drawings, retrofit drawings, new plating modification and touchup instructions, and logistics data for the AH-1Z and UH-1Y new Plating, Tail Rotor Mast and Assembly.



Additionally, the government intends to procure non-recurring engineering associated with updating the Tail Rotor Gear Box part number due to incorporation of a new plating.



This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 3204(a)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, in that Bell is the only responsible source and no other supplies will satisfy Marine Corps requirements. Bell is the sole designer, developer, manufacturer and system integrator of the aircraft and the only known source that possesses the data, technical skills and requisite knowledge of the design, fabrication, performance, operation, maintenance and support characteristics of the AH-1W, UH-1Y and AH-1Z to fulfill this need in a timely manner. The estimated timeframe to qualify another source and develop the technical data for the requirements based on historical UH-1Y/AH-1Z Upgrades data and, as such, award to another source would result in an unacceptable delay in providing the supplies and services listed in this CJ&A (21-0117). The supplies and services contained in this CJ&A are top readiness degraders and speed to fleet distribution is essential. Therefore, NAVAIR has determined Bell is the only responsible source capable of meeting the agency’s requirements. Additionally, the SIEPU technical data, although delivered with unlimited data rights, has several imbedded Bell process specifications and Bell Standards upon which the Government does not have data rights. The upgrade to a SIEPU configuration cannot be attained without those specifications and standards. This notice is for information purposes only.





This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
