Description View Changes

This is modification 2 to the RFI entitled Human Health and Performance Contract 2 (HHPC2) and 80JSC024HHPC2 which was posted on January 29, 2024. You are notified that the following changes are made:



1) Information is hereby provided related to the upcoming HHPC2 Industry Day;



2) the HHPC2 Vendor Capability Matrix version 2 is attached and replaces the previous version;



3) OCI mitigation strategy language is deleted and revised in the RFI



HHPC2 Industry Day



To facilitate open communications with industry, NASA/Johnson Space Center (JSC) plans to conduct an Industry Day for the HHPC2 acquisition. The Industry Day presentation and virtual facility tours will be held in the Destiny Ballroom of the Gilruth Conference Center on Tuesday, April 9, 2024, from 8:00 a.m. to 11:00 a.m. Central Time. Directions to the Gilruth Conference Center is included as an attachment to this modification. A Question and Answer session will not be included; however, industry may submit questions to Yaranet Marquez at yaranet.marquez-1@nasa.gov and Joseph Ocampo at joseph.t.ocampo@nasa.gov by 4:00 p.m. Central Time on Friday, April 12, 2024. The Government will officially respond to all questions by posting responses to sam.gov and the HHPC2 website after Industry Day.



The Government will also conduct a physical tour of select human health and performance facilities for a limited number of Industry Day participants (20 guests maximum) on Tuesday, April 9, 2024. The tour will take approximately 5 hours. Participation is limited to 1 employee from each company/team. Registration for the tour is on a first come, first served basis (maximum bus capacity is 20 individuals from industry). Guests participating in the on-site bus and walking tour must wear closed toe shoes, which should be comfortable for walking. Guests should dress appropriately for all types of weather. No pictures or recordings of any kind are permitted of the Industry Day presentation, JSC Facility Tour, or One-on-One meetings.



To facilitate interactive communications with industry, JSC personnel will also be available for One-on-One meetings with individual companies following Industry Day. The One-on-One meetings are intended to be question and answer sessions in which neither side will make a formal presentation. One-on-One meetings will be scheduled on Wednesday, April 10, 2024 and on Thursday, April 11, 2024. One-on-One meetings will be conducted in the Mars Conference Room of the Gilruth and via Microsoft Teams and will not exceed 30 minutes. Participation is limited to no more than 6 individuals total from each company/team. Scheduling of appointments will be on a first come, first served basis. The following topics may be discussed at the One-on-One meetings:




  1. The general purpose of the HHPC2 procurement;

  2. Any information related to the scope of HHPC2 that NASA has already made accessible to the public or is otherwise being made available to all potential offerors;

  3. The general nature or scope of requirements that will be addressed in the HHPC2 procurement;

  4. Information that describes the federal procurement process as defined by the Federal Acquisition Regulation (FAR), NASA FAR Supplement (NFS) or other published procurement policy documents; and

  5. Procurement specific information already published such as information contained in the acquisition forecast, Industry Day charts, items posted in the Technical Library, and previously posted in the Request for Information/Sources Sought Synopsis.



Questions regarding the subjects below will not be discussed:




  1. Proprietary or confidential business information of other business entities;

  2. Privacy Act protected information;

  3. Trade Secrets Act protected information;

  4. Speculation on what the Government might be looking for in proposals;

  5. Different technical and management approaches;

  6. Proposed efficiencies and any particular Government emphasis; and

  7. Incumbents’ performance.



Please RSVP by Friday, March 8, 2024, 4:00 p.m. Central Time for Industry Day at the Gilruth, Industry Day JSC Facility Tour, and One-on-One Meetings per the instructions below. A confirmation email will be sent to acknowledge your reservation(s) and provide further instructions, if needed. Please note that all attendees must be United States citizens or Lawful Permanent Residents (LPR).



Industry Day, JSC Facility Tour, and One-on One Meeting RSVPs: HHPC2 Industry Day activities are open to firms that are interested in pursuing the HHPC2 contracting requirement. To RSVP for the Industry Day, JSC Facility Tour, and One-on-One meetings, please email Yaranet Marquez at yaranet.marquez-1@nasa.gov and Joseph Ocampo at joseph.t.ocampo@nasa.gov by the specified times in this modification. Your email must include the following:




  1. Subject Line: HHPC2 Industry Day RSVP

  2. Company Name and Address

  3. Attendee names, company affiliation, status as a United States citizen or LPR, telephone numbers, and email address

  4. Number of individuals planning to attend Industry Day, identified by full name as it appears on driver’s license or official state I.D.

  5. Name of individual attending the JSC Facility Tour. Indicate whether the individual has a NASA badge. Individuals without a NASA badge will be signed up for an official JSC Guest Badge and escorted on site at JSC. Guest Badges: Once approved, you will need to pick up your guest badge at building 110 on April 9, 2024 before coming to the Gilruth Center. The badging office in building 110 opens at 6:00 a.m.

  6. Number of Individuals requesting to attend the One-on-One Meeting, identified by name

  7. Business Size, Socioeconomic Status, and CAGE Code

  8. JSC intends to post all companies who attended the Industry Day activities on the interested parties list. If you wish to not be included on the list, you must indicate that your company does not want to be included.



HHPC2 Vendor Capability Matrix version 2



The matrix is replaced in its entirety and vendors should utilze version 2 when responding to this RFI.



OCI Mitigation Strategy



The following OCI mitigation strategy language is deleted and revised as follows:



Deleted language: NASA will review any responses received regarding potential OCI and each offeror’s proposed OCI mitigation strategy. NASA may respond to each company who submits an OCI mitigation strategy if needed. NASA’s response will simply be an attempt to examine circumstances which might lead to or eliminate an OCI and is not intended to serve as a confirmation that, in fact, all potential OCI issues have been identified, that an OCI will ultimately exist, or that an interested party is capable of successfully eliminating or mitigating an identified OCI. NASA’s response is also not intended to encourage or discourage any interested party from responding to an RFP issued for HHPC2 in the future. Furthermore, NASA’s response in no way alters or interprets FAR 9.5 as it applies to a final statement of work or a final proposal submission, should an interested party elect to submit a proposal to an RFP for HHPC2. Subsequent to the initial OCI submission and NASA’s response, the Government will not consider further information as it relates to this RFI. The Contractor will still be required to comply with the RFP OCI requirements and its submission will be considered in accordance with the RFP.



Revised langauge: As part of its procurement planning process, NASA will review all responses received to this RFI regarding potential OCI issues. Companies are encouraged to consider OCI when responding to this RFI, and to suggest measures that would prevent OCI from adversely affecting a company’s future procurement prospects. However, NASA is not in a position to respond to potential offerors regarding the existence of an OCI or remedial measures in relation to this RFI. Nothing submitted in response to this RFI changes the need for any offeror that submits a proposal in response to a future RFP to satisfy the requirements of that future RFP as part of its proposal response. Any proposal submitted in response to a future RFP will be required to follow the RFP instructions regarding OCI and the evaluation of that proposal will be in accordance with the RFP evaluation criteria included in the RFP.



The due date for responses is not extended. NASA anticipates releasing the Industry Day charts prior to Industry Day. Please continue to monitor this sam.gov posting for updates on the release of any documents, as well as the HHPC2 website at https://www.nasa.gov/johnson/jsc-procurement/hhpc2.
