Description
This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. This is a Request for Information only. This is NOT a solicitation for proposals, proposal abstracts, or quotations.

The Department of Veterans Affairs Audie L. Murphy VA Hospital Pharmacy Service in San Antonio, Texas intends to award a brand name or equal contract award for the purchase of NEW CBOC Prescriptions Services. The Government is conducting a market survey to help determine the availability and technical capability of qualified service-disabled veteran-owned small businesses, veteran-owned small businesses, small businesses, HUBZone small businesses and/or other large businesses capable of serving the needs identified below. This notice of intent is for open market as well as Federal Supply Schedule items.

The purpose of this notice is to gain knowledge of potential qualified sources and their size
classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business, relative to NAICS 325412 with a size standard of 1,250 employees. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business opportunities website http://www.fbo.gov or GSA E-Buy at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.

Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible.

Statement of Work (SOW)
Community Based Outpatient Clinic Emergent Prescriptions
Project Description: South Texas Veterans Health Care System (STVHCS) is committed to providing Veteran patients served by Community Based Outpatient Clinics (CBOC s) a way to have emergent prescription needs filled quickly near where they live to preclude the need to drive longer distances to Department of Veterans Affairs (VA) pharmacies. Once a Veteran patient s emergent prescription need is met, subsequent refills can be provided by mail from a VA pharmacy.

Scope of Work:

For non-personal services; contract personnel performing under this contract shall perform services under the control and general supervision of the Chief, Pharmacy Service, STVHCS and/or the Contracting Officer s Representative (COR).

To provide First Fill prescriptions service for STVHCS facilities to include urgent/emergent vaccinations at a flat administration injection fee.

To provide Emergency prescriptions services up to thirty (30) days supply for VISN 17 facilities.
The contractor will provide qualified personnel who will fulfill the requirement to provide pharmacy services to include urgent/emergent vaccinations with a flat administration of injection fee enabling STVHCS to provide such services at a high level of quality.

Services shall include the formulary management and dispensing of pharmaceuticals reflected on the STVHCS urgent/emergent pharmaceutical formulary listing as prescribed by authorized CBOC staff. CBOC providers prescribing urgent/emergent medications for Veterans from the formulary listing will complete a VA Initial Fill Certificate that will contain the Veteran s full name, and a 9-digit identifier consisting of the last four digits of his/her Social Security Number, the first letter of his/her last name, and his/her four-digit birth year. The Veteran will take this certificate to a local contracted retail pharmacy to have the urgent/emergent prescription filled.

The Contractor s network retail pharmacies must always follow established clinical protocol for registration of new patients to determine a Veteran s allergy and previous drug history.

The Contractor must establish procedures that include instructions for prescribing a maximum ten (10)-day supply of medication(s) without refills when it is determined medically urgent/emergent by the CBOC providers. Retail pharmacy network prescriptions that are not dispensed to the Veteran must always be reversed seven (7) days after the date they were filled. The network retail pharmacies must always provide Veterans the same quality of services provided to beneficiaries of other commercial clients, to the extent allowed by federal law/regulation and this contract.

The Contractor must always ensure that all pharmacy documents, and the receipt of the medication by the Veteran or the individual authorized by the Veteran, are in accordance with all applicable state and federal laws. The Contractor must always ensure that network retail pharmacies have procedures to reasonably assess the validity of prescriptions ordered by fax, telephone, and e-prescribing

Information System Officer, Information Protection: The contractor will not have access to VA Desktop computers they will have access to online resources belonging to the government.

Privacy Officer: The Contractor will have access to protected Patient Health Information (PHI) and will they have capability of accessing patient information during the services provided to the VA and if removal of equipment from the VA is required, any memory storage device will remain in VA control and will not be removed from VA custody. All research data available for Contractor analysis is de-identified.

Records Manager: There will not be federal records created, maintained, used or dispositioned with this contract;Â regardless of format [paper, electronic, etc.] or mode of transmission [e-mail, fax, etc.]
