Description

Red River Army Depot, (RRAD), Rubber Products Branch rebuilds Track and Roadwheels for various Heavy and Light Combat vehicles. It specializes in manufacturing/remanufacturing various configurations of track and roadwheels for the Department of Defense. The approaching acquisition is for unvulcanized rubber strip stock and preformed GS/WS track blocks to be used during the vulcanization processes.



Red River Army Depot (RRAD), Texarkana, TX, requirement is for industry to manufacture and supply various configurations of unvulcanized rubber compounds in support of RRAD's vulcanization processes.



This is expected to be a two {2} year requirements contract, Firm Fixed Price. No guaranteed minimum or maximum quantities. See details in the attached SF 1449.



Funds will be obligated at the issuance of delivery orders.



This is expected to be Full and Open competition. NAICS Code: 325212.



Any contract awarded as a result of this solicitation will be a DO rated order certified for national defense use under the Defense Priorities and Allocations System {DPAS) (15 CFR 700}, and the contractor will be required to follow all of this regulation.



Technical Data Package (TDP) Access/Non-Disclosure Agreement



(a)The solicitation and resulting contract contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et. seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C, App. 2401 et. seq. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DoD Directive 5230.25. This also applies to distribution of the TDP to all SUBCONTRACTORS at every level.



(b)To be eligible to gain access to this export controlled TDP (via beta.SAM.gov) an offeror must have a current DD 2345, "Militarily Critical Technical Data Agreement" certification on file with the Defense Logistics Information Service {DUS}. To obtain certification, contractors must submit a DD Form 2345 to the United States (U.S.)/Canada Joint Certification Office (JCO), along with a copy of supporting documentation. DD Form 2345 and instructions can be found on the Joint Certification Program website at:

Processing time is estimated at six (6) to ten (10) days after receipt.



(c)The Government requires a "Use and Non-Disclosure Agreement" (NDA) to be signed by an authorized representative of the offeror before the offeror is granted access to the TDP. The appropriate Agreement is available as an attachment, and it shall be submitted prior to the release of the formula.

NOTE: Offerors interested in pursuing this solicitation will have fifteen (15) day to complete NDA and sent to the POC. ANY REQUESTS AFTER 15 NOVEMBER, 2023 WILL BE DENIED ACCESS TO THE TDP.



The CS will release access to the TDP. It may take up to 24 hours after approval before the TDP is viewable. Any questions or problems viewing the TDP, contact the Contract Specialist listed on this solicitation.



(e) Follow instructions in the SF 1449 to submit any offers (See 52.212-1 Addendum in the SF 1449).



Delivery is FOB Destination, Red River Army Depot, Texarkana, TX 75507-5000.
