Description

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.





This synopsis/solicitation NC-NM4500-23-00759 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2023-04.



The National Oceanic and Atmospheric Administration’s (NOAA), National Ocean Service (NOS) has requirements for a utility crane replacement on the NOAA Research Vessel Manta (R8301).



Anticipated performance start date will be determined at the time of award.



The Place of Performance will be at a location defined by contractor. The vessel is to be transported at sea by the government to and from the repair facility. The government shall assess the cost of $45/per nautical mile at sea from its mooring in Galveston TX, to and from the proposed repair facility in determining the lowest cost proposal. The government shall include the travel costs of a Galveston-based NOAA representative in accordance with the JFTR (Joint Federal Travel Regulations) during the entire duration of repairs conducted greater than 50 miles from vessel mooring in Galveston to determine the lowest cost proposal.



Contract Type/Evaluation



The Government will award a firm fixed price contract based on Lowest Price Technically Acceptable (LPTA). Quote shall include all costs associated with each CLIN unless otherwise indicated on the vendor’s quote.



The North American Industry Classification Code (NAICS) for this acquisition is 336611, Ship Building and Repairing with a business size standard of 1,250 employees.



Service Contract Labor Standards



A contract issued as a result of this solicitation shall incorporate the Department of Labor Wage Determination Number 2015-5233, Revision Number 24, dated December 27, 2022.



Offeror Instructions



Each offeror must provide the following information with the quote:




  1. The Request for Quote (RFQ) number;

  2. The Name, Address, Telephone Number, and Unique Entity Identifier Number of the Offeror;

  3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;

  4. Acknowledgment of Solicitation Amendments (SF-30), if any, and;

  5. Completed Past Performance Reference form.



Contractors who do not respond to items 1 through 5 may be considered non-compliant with the requirements of the solicitation and no further consideration shall be given for award.



Site Visit



A site visit is strongly encouraged. Quoters are strongly encouraged to inspect the vessel and to satisfy themselves as to all general conditions that may affect the cost of the performance of the contract, to the extent such information is reasonably obtainable. In no event will a failure to inspect the vessel constitute grounds for a claim after award of the contract.
