AMENDMENT 0001: The purpose of this amendment is to change the place of performance from San Diego, CA to Eagle Pass, TX.



BASE NOTICE: The C-UAS CORE is an international cooperative effort between the United States and United Kingdom to conduct C-UAS technology tests and demonstrations in multiple operational environments. In support, the U.S. Department of Homeland Security (DHS), National Urban Security Technology Laboratory (NUSTL) is seeking information on commercially available integrated systems with C-UAS sensor and pan-tilt-zoom (PTZ) camera and a slew to cue capability; specifically, radar that detects UAS (Group 1 and 2) and prompts an EO/IR camera for verification, identification, classification, and tracking. Commercial vendors that have this capability would be invited to participate in a demonstration in Spring 2024 led by DHS and involve multiple federal agencies and international partners. The demonstration location will be at a test site in Eagle Pass, TX, details will provide to the selected vendors. Other aspects that will be assessed during the demonstration include the C-UAS command and control (C2) system and level of integration between sensors. Systems of interest for this RFI include:




  • Technology must be fieldable for demonstration event; minimum TRL 7

  • Radar detection of UAS detection with operator alerting

  • IP 67: ingress protection against maritime environment

  • Automated EO/IR sensor slew-to-cue on UAS target integrated with radar detection

  • Establish and maintain target track with radar and EO/IR sensor

  • Re-acquire lost track

  • Hi-resolution EO/IR imaging to facilitate UAS identification and threat classification

  • Hi-resolution EO/IR imaging to facilitate payload identification and attributes

  • Automated or operator controlled EO/IR variable zoom for UAS identification and classification

  • EO/IR image stabilization for image quality, and to reduce or eliminate image jitter

  • Real-time sensor image display to support operator command and control

  • Closed loop tracking using Cursor on Target (CoT) sensor data output; prefer TAK compatibility

  • Operates in clutter-rich environments: Urban, rugged terrain, maritime, etc.
