Standardized Next-Generation Human Electro-Muscular Incapacitation Device





The Standardized Next-Generation Human Electro-Muscular Incapacitation Device shall:




  1. Be hand-held.

  2. Be capable of being fired while employing a one-handed or two-handed grip.

  3. Possess a minimum dust and water ingress protection (IP) rating of IP51 as defined by the International Electrotechnical Commission (https://www.iec.ch/ip-ratings)

  4. Possess a rechargeable power source (i.e., battery) capable of energizing probes for a minimum of 500, five-second cycles.

  5. Be visually distinguishable from Department of Defense issued handguns, including the M17/M18 Modular Handgun System and Glock 19/26 pistol. Suitable system colors include, but are not limited to, highly visible yellow or orange.

  6. Generate a low-amperage electrical charge that creates immediate loss of a subject’s neuromuscular control, also known as Human Electro-Muscular Incapacitation, without causing Risk of Significant Injury, as defined by DOD Instruction (DODI) 3200.19, Non-Lethal Weapons (NLW) Human Effects Characterization.

  7. Create reversible effects on target within 1 second of cessation of the electrical current creating HEMI effects. Reversibility is defined by DODI 3200.19 as the ability to return the target to its pre-engagement functionality.

  8. Launch/propel electrified probes toward a target using chemical energetics (i.e., gunpowder charges), compressed nitrogen, or other inert gas that is impervious to velocity changes caused by extreme heat or cold temperatures, at velocities that minimize the risk of significant injury to, or death of, the targeted individual. In order for the Government to be able to access the potential blunt impact and skin penetration injury risks, offerors shall provide the expected impact velocity (m/s), projectile mass (g), cross sectional area (square cm) of impact section of the projectile (excluding the dimensions of any attachment barb/hook), and the length (cm) of any portion of the projectile intended to penetrate for target attachment.

  9. Be capable of successful probe impact and impalement at a desired minimum muzzle distance of 2 inches (5.08cm) and a maximum muzzle distance of at least 21 feet (6.46 meters).

  10. Select the next available cartridge installed in the system without user interaction.

  11. Possess a digital display that provides visual information to the operator regarding:

    1. a. Percentage of remaining battery charge

    2. b. The amount of time, in seconds, the system has been actively generating electrical current.



  12. Possess a primary sighting system consisting of an:

    1. a. Integrated, eye safe (i.e., Class 1, Class 2, Class 2M, or Class 3R) aiming laser.

    2. b. Integrated white light illuminator (i.e., flashlight) to aid with situational awareness and target identification during periods of low-light or limited visibility.



  13. Possess an integrated, back-up sighting capability, consisting of a blade or ramp-type front sight and notch-type rear sight similar to those found on the M17/M18 Modular Handgun System.
