Description

NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. Any information submitted by respondents to this sources sought synopsis is voluntary and will not be returned. The Government will not reimburse any costs incurred or associated with the submission of information in response to this

notice.



1. PURPOSE

The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 332813, Electroplating, Plating, Polishing, Anodizing, and Coloring with a corresponding size standard of 500 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.



2. PROGRAM DETAILS

This is a sources sought for Cadmium Plating services intended to be acquired via Blanket Purchase Agreement (BPA) in accordance with FAR 13.303, which can be found at https://www.acquisition.gov. The intent is to establish the BPA for a duration of five years. The Ogden Air Logistics Center Contracting Directorate is conducting market research to determine the existence of interested and capable sources of providing cadmium plating and electrodeposited cadmium plating services for T-38 parts for Joint Base San Antonio (JBSA) Randolph, Texas in accordance with the Statement of Work (SOW). The information in this notice is based on the best and most current information available to date and may be subject to change. This sources sought is being issued as an invitation to all businesses, including small business concerns, that are interested in becoming a prospective Cadmium Plating source via BPA, to submit the information requested below. Any future Agreement issued will incorporate provisions and clauses that are in effect through the Federal Acquisition Regulation (FAR), and Department of Defense FAR (DFARS).





2.1 Please note that a BPA is not a contract. A BPA is a streamlined method for acquiring supplies and services on an as-needed basis from qualified sources that are readily available and thus eliminate the need for repetitive costly re-procurements. This is not a solicitation, and any requests for a solicitation will not receive a response. The Government will not reimburse participants for any expenses associated with their participation in or responses to this sources sought synopsis.





2.2 BPA calls/orders issued for plating services shall be for Joint Base San Antonio (JBSA) Randolph, Texas. The Contractor shall complete the cadmium plating service within three (3) business days. Within the 3 business days, parts shall either be: 1) ready for pickup by the Government, or 2) ready for shipment to the Government by overnight/fastest delivery method. If vendor is outside a 30-mile radius of JBSA Randolph, Texas. The cadmium plating service time starts upon receipt of parts at Contractor’s facility. The Contractor must provide a schedule of their business hours to the Government. Finished parts must be shipped back to JBSA within four hours of completion. Next day shipping/delivery must be utilized to return the parts within one calendar day. All BPA calls/orders shall be issued on a firm fixed price basis. A price list for batch size and type of heat treatment will be established prior to issuance of an Agreement. It is the Government’s intent to establish a BPA with one contractor capable of providing the cadmium plating services as required in the SOW. Individual calls shall not exceed the Simplified Acquisition Threshold, current as of the time of the call. Simplified Acquisition Procedures in accordance with FAR Part 13 will be utilized. The Government reserves the right to add/delete contractors at any time throughout the life of the BPA. There is no minimum obligation on each call. In compliance with DFARS 252.232-7006, Wide Area Workflow Instructions (JAN 2023), the Government will utilize Wide Area Work Flow (WAWF) (https://wawf.eb.mil/) to electronically process vendor requests for payment, however, reserves the right to make payments via Government Purchase Cards. Be advised, all businesses must be registered through the System for Award Management (SAM) at www.sam.gov and WAWF to enter into a BPA and to receive payment.



2.3 The T-38 parts to be plated shall include busings and plugs as outlined in 2,0 DESCRIPTION OF WORK the attached SOW.





3. INSTRUCTIONS

3.1. The Government requests interested parties provide the following information (please limit your response to no more than 5 pages):

If you disagree that 332813 is the proper NAICS Code, please submit that comment to the requiring activity along with what NAICS Code you believe this should be classified under; however, please do not wait for an amendment to this request, as the due date for the market survey will remain at 25 April 2023 at 11:00 am MST. This date will not be extended.





f. You are encouraged to provide any documentation to support your business's capability in meeting these requirements. Failure to provide this type of documentation may result in the Government being unable to adequately assess your business’s facilities and capabilities to provide cadmium plating and electrodeposited cadmium plating services.
