The City of La Porte is issuing a Request for Qualifications (RFQ) for professional consulting services to advise the City in developing, managing, and implementing a Compliance Program for the revised United States Environmental Protection Agency (USEPA) Lead and Copper Rule Revisions (LCRR). It is expected that the City’s Compliance Program will include, but is not limited to the following components: • Service Line Material Inventory • Lead Service Line Replacement Plan • Sample Monitoring Plan for Compliance • Public Education Outreach Assistance • Technical Implementation and Support • Budgeting/Identifying funding for LCRR and LCRI Costs These services will be phased based on the regulatory time frame, i.e., the LCRR compliance date of October 16, 2024 and will be responsive to regulatory changes introduced by the Lead and Copper Rule Improvements (LCRI) which is currently in development. The purpose of the Request for Qualifications (RFQ) process it to identify the most qualified respondent. It is intended that the selected respondent shall accomplish and/or supply all services described herein.
