Addendum 3 is issued to modify, clarify, explain or correct the original solicitation and to answer questions and is hereby made part of RFP #071T-24F.


The City of Irving is soliciting proposals for the services to expand its fiber optic network, and for ongoing construction/restoration, from interested firms who can meet the requirements identified in this solicitation.



Any questions or request for clarification should be submitted under the Questions tab in this online solicitation. The responses will be posted after consultation with the appropriate department personnel. If the responses necessitate a significant change to the specification, an addendum will issued.


The City of Irving strongly encourages bidders to submit their response to this bid electronically. Please call the individual listed on the bid if you require assistance with this submittal. If we have to tie in the new cable to that, we’re going to need to know exactly. Or the more information we can get on that portion the better so we can match the cable that we are applying obviously.


Answer We’re leaving that up to you all (vendor) to know what the cable specifications are count wise and knowing what the trays are going to have.

The cable that we have to tie in on that portion you showed earlier is the cable that was in the specifications of the RFP, is that the portion that we’re talking about, right?

There are specifications on the cable but there’s no specification on the plenum rated cable.

Stocking the materials, would we (vendor) stock the supplies at our facility or do you prefer to have it stocked at yours (City of Irving)?


Answer We prefer it to be stocked here (City of Irving). We have an area for it. They stock everything and we’ll work with the awarded vendor for access. We believe that lends to being able to have some cost savings and order most of the equipment up front or hardware, etc.

The directional drilling. How deep we have is always the same depth or does it vary according to the utilities?
Answer It’s a minimum of 42.

Question
Just on that bridge, is there any specific requirement for the attachment or do we do it as usual? What we’ve been doing is basically we put a hand hole before and after the bridge and we just pull the conduit out and attach it to the outside of the bridge. Is that the case here?
Answer Yes, handhold on each side and still conduit.

It looks like the anticipated start date is May 1, 2024. Do you have an anticipated completion date that we are shooting for?
Answer We know it’s a big project, so we expect it to be a couple of years. We don’t have a hard completion date, but we want to work through the phases.

Question
You mentioned in the RFP that it describes the existing cabinets. Are the fiber assignments, is there an existing fiber assignments sheet or is the something that we will also have to work with the city to provide that matrix and that assignment, so we’ll know where and make sure it travels from end to end?
Answer It is the responsibility of the awarded vendor to keep that data updated. All fiber will be terminated in the cabinets. We’ll make sure you know what needs to be terminated at each location. Our goal is to maximize the use of fiber to use the same pairs to minimize waste and give us more fiber capabilities for future possible partnerships. We will discuss with the awarded vendor in detail when we’re putting the phases together.
